To fulfill its mission of protecting the public, the Quebec CPA Order may initiate legal proceedings before the Court of Québec for illegal practice of the profession or unauthorized use of the CPA designation or CPA initials.
The Order must ensure that anyone using the CPA designation or CPA initials is a member of the Quebec CPA Order.
Note that no person may in any way whatsoever use the title “chartered accountant”, “certified general accountant”, “certified management accountant” or “professional accountant” or any title or abbreviation which may lead to the belief that the person is a chartered accountant, certified general accountant, certified management accountant or professional accountant, or use initials which may lead to the belief that the person is a chartered accountant, certified general accountant, certified management accountant or professional accountant.
The Order also ensures that anyone practicing public accountancy is a member of the Quebec CPA Order, holds a public accountancy permit issued by the Order and uses the CPA auditor designation.
Notice of illegal practice or unauthorized use of the designation
These are published notices informing the public that an individual has been found guilty of illegally engaging in activities related to public accountancy or for unauthorized use of the chartered professional accountant designation, the CPA auditor designation or the CPA initials.
How to lodge a complaint
To lodge a complaint for illegal practice or unauthorized use of the designation, simply send a complaint in writing to the Order, to the attention of the Secretary and Vice-President, Legal Affairs, describing the allegations and accompanied by all supporting documents.
While the identity of people who file a complaint remains confidential, it is important to understand that, if required, they will have to be prepared to testify in court.
When the Order receives a complaint for illegal practice, it launches an inquiry and, if necessary, initiates penal proceedings against those who violate Quebec’s Chartered Professional Accountants Act and the Professional Code or takes any other action it deems appropriate. Decisions made by the Order in matters regarding illegal practice or unauthorized use of the designation are communicated to the complainants.
