Municipal sector – Capital asset management guide for municipal managers

The Ministère des Affaires municipales et de l’Occupation du territoire (MAMOT), in association with the Centre d’expertise et de recherche en infrastructures urbaines (CERIU), issued the Guide de gestion des actifs en immobilisations à l’intention des gestionnaires municipaux.

Under the supervision of a MAMOT working group, the guide was developed by the CERIU to meet a need expressed by MAMOT’s advisory committee on municipal finances. While the guide is primarily intended for municipal managers, there is also an executive summary for elected officials.

The guide outlines a tailored process for implementing a capital asset management approach. Through step-by-step instructions, this discretionary approach assists capital asset managers in developing a capital asset management plan. Managers and elected officials now have a common tool for taking stock of assets and optimizing short-, medium- and long-term decision making, by considering the needs of citizens and the levels of service desired.

The Order’s Working group on municipal governments invites professionals who work in the municipal sector to read the guide. The documents are also available in the “Infrastructures” section on MAMOT’s website.
