Quebec-France agreement on mutual recognition

The Quebec CPA Order has signed an agreement on the mutual recognition (AMR) of professional qualifications with the Ordre des Experts-Comptables de France.

If you are legally qualified to practise public accountancy in France, are on the roll of the Ordre des Experts-Comptables de France and hold a public accountancy diploma delivered by the appropriate department, you may avail yourself of this arrangement.

Under this agreement, you can obtain the CPA designation or CPA auditor designation. The CPA auditor designation authorizes you to practise public accountancy, allowing you to sign off on audit engagements, among other things. The required supplementary courses are listed in Step 3.

Knowledge of the French language

Under the Charter of the French language, persons wishing to obtain a permit from a professional order must demonstrate sufficient knowledge of French, the official language in Quebec, to practice their profession appropriately. Learn more >

Step 1 – Application for admission

You must apply for admission to the Order by completing the following forms:

After receiving your complete file, the Order will review it within 30 days and inform you of your admission status as a candidate for the practice of the profession by reciprocity.

Consult the fee schedule (under Registration) to find out about the fees related to the file review.

1 You must complete the experience certification form if you are requesting a public accountancy permit (CPA auditor designation) and have not completed the minimum number of training-period or professional-experience hours in assurance (public accountancy) and in auditing.

Step 2 – Opening a candidate file

If you are eligible to do so, you can then submit your application to be registered with the Order as a candidate for the practice of the profession by reciprocity (CPPR).

Registration confirmation

Upon receipt of your application for registration and fee payment, the Order will send you a letter confirming your registration.

You will then have three years to satisfy all the requirements for obtaining the designation.

Step 3 – Supplementary courses

Before you obtain your designation, you will have to take certain courses, given the substantial differences between the courses you completed in France and those offered in Quebec.

Important: All courses (with the exception of the CPA Canada CARE webinar) are updated every fall. Thus, the courses are not available every year from September 1 to mid-November at the latest. For more information, email us at equivalence@cpaquebec.ca.

Step 4 – Permit application

Once you have completed your courses, you may apply for your CPA permit.


You will receive an official letter after the Order has issued the permit. Your name will then appear in the Order member search engine, Find a CPA.
