CPA competencies serving Quebec

Following the publication of the June 10, 2014 editorial by André Pratte entitled “Le comptable et l’économiste,” the Ordre des comptables professionnels agréés (CPA) du Québec feels it is necessary to remind the public, observers and our governing bodies, that CPA professional competencies are all the more indispensable while Quebec’s budget situation remains tenuous.

CPAs are not confined to reviewing past events alone. In fact, they are the reference when it comes to optimizing the performance, profit and growth of personal, business or organizational wealth. This is where the vast majority of CPAs focus their efforts, whether it be in industry or government. Thanks to their competencies and integrity, governed by a strict and rigorous code of ethics that is the seal of quality for the public, CPAs are key players when it comes to reviewing programs or tax systems.

Furthermore, while it is the responsibility of the National Assembly to create the position of Parliamentary Budget Officer, the Order took advantage of the latest pre-budget consultations to urge Minister Leitão to follow the lead of some thirty countries in this regard. As was done in Australia in2012, the appointment of a chartered professional accountant as Parliamentary Budget Officer is a must to present a neutral and independent analysis of government finances, budget estimates and economic trends.
