Comments submitted to the Committee on Public Finance on Bill 42—An Act to give effect to fiscal measures announced in the Budget Speech delivered on 21 March 2019 and to various other measures
While agreeing unreservedly with the government’s objective of thwarting the use of fiscal ploys that deprive the Government of Quebec of substantial revenue every year, the Order has drawn the Committee’s attention to the need to clarify the provisions of the Bill that alter the Taxation Act with regard to nominee agreements, operations involving a sham, and designated transactions.
